After the National Party Congress VI, Vietnam economy has changed step by
step to a market economy with the direction of socialist. In the context of changing
managerial mechanisms when effectiveness becomes a vital factor of each enterprise,
state-owned enterprises have shown up their shortcoming. They have been in a coming up and
a crisis. Then, the question is that how to restructure state-owned economic sector for an
emprovement of its effectiveness and leading role as the Recolutions of the Party Congress
VI and VII setting forth? One of the strategic resolution for this matter is state-owned
enterprise equitization to diversify ownership, create competitive factor as a motive for
an increase in business effectiveness and set up an effec model of enterprise in a market
economy. This is also a common measure for the reform in state-owned economic sector in
almost all countries is over the world.
The book named "State-owned enterprice
equilization. Theoretical bases and practicable enperiences" of Dr. Nguyen
Ngoc Quang chooses following approach in researching and solving: tudying the process of
socialization private ownership in market economy. The book is started by presenting the
history of establishment and development of the form stock company, based on a logical and
historical analysis this process. After that, it affirms that this is a typi cal form of
business organization in a modern market economy. By doing this, the book has participated
in directing theoretically the process of changing state-owned enterprises to stock
companies. During survey practicable experiences in the process of state-owned enterprise
equitization in some foreign countries, the book presents major issues, such as the aims,
natures, characteristics, measures and steps of the process, then it draws a methodology
in researching implementing and conducting the work of state-owned enterprise
equitization.
At the time of the research state-owned enterprise equitization in
Vietnam was in the stage of experiment, the book can only mention and explain about this,
but can not do surveys on practicable matters.
Despite of that, through the book. The author has reviewed a system of
main opinions and proposed major macroscopic measures to creat neccessary conditions for
successful implementing the process of state-owned enterprise equitization in Vietnam.
